What "natural flavors" legally means in the US
The FDA defines the term in 21 CFR 101.22. A natural flavor is an essential oil, extract, distillate, protein hydrolysate or similar preparation whose flavoring constituents come from "a spice, fruit or fruit juice, vegetable or vegetable juice, edible yeast, herb, bark, bud, root, leaf or similar plant material, meat, seafood, poultry, eggs, dairy products, or fermentation products thereof."
Read that list again. Five of its categories are animal-derived, and they sit in the definition with exactly the same status as fruit and herbs. "Natural" here describes how the flavor was made — extracted from a real source rather than synthesized — not what it was made from.
The same regulation then locks in the ambiguity: flavors may be declared simply as "natural flavor", with no source required. A single "natural flavors" entry can also stand for a blend of dozens of aroma compounds, plus the carriers and solvents that hold them together, none of which are itemized.
There is one partial safety net. US allergen law (FALCPA, extended by the FASTER Act) requires the nine major allergens — milk, eggs, fish, crustacean shellfish, tree nuts, peanuts, wheat, soybeans and sesame — to be declared even when they enter a product inside a flavoring. So a butter-derived flavor betrays itself through a milk declaration. A beef- or chicken-derived one doesn't, because meat isn't an allergen. The castoreum myth: no, your vanilla isn't beaver
Every conversation about natural flavors eventually arrives at castoreum — the secretion from a beaver's castor sacs, supposedly hiding in your vanilla ice cream behind the words "natural flavors". The story has a kernel of truth: castoreum has been on the US flavor industry's GRAS ("generally recognized as safe") list since 1965, and it genuinely was used in vanilla-, raspberry- and strawberry-type flavorings in earlier decades.
The numbers kill the myth. A 2007 safety assessment of castoreum extract put annual industry consumption at roughly 100 kg — about 220 lb — worldwide. Vanilla flavor, by contrast, is produced by the thousands of tonnes, overwhelmingly as cheap synthetic vanillin or real vanilla-bean extract. Castoreum is scarce (it comes from fur-trade beavers), laborious to collect, and today bought almost entirely by perfumers for leather notes — not by food companies. And anything labeled "vanilla extract" in the US must, under a separate FDA standard, be made from actual vanilla beans.
So the chance that the "natural flavors" in any given product is castoreum is effectively zero. The myth survives because it's vivid — and because it would be legal, which is the genuinely troubling part. The animal sources that actually reach flavorings are far more boring.
The scary story about natural flavors is beaver glands. The true story is butter: nearly every animal-derived flavor you'll actually encounter comes from milk — and it's the allergen line, not the ingredient list, that gives it away.
The animal sources that actually hide in flavors
Flavor houses mostly work with plant materials and fermentation because they're cheaper, easier to source and easier to market. But animal-derived flavor bases are real, and they cluster in predictable places:

Notice what's not on the list. Gelatin is a texturizer, not a flavor, so it must be named. EU vs US: how "natural flavouring" rules differ
The EU regulates flavourings under Regulation (EC) No 1334/2008, and its headline rule is about naming. If a label names a source — "natural strawberry flavouring" — then at least 95% by weight of the flavouring component must actually come from strawberries. The US has no equivalent rule for the generic term.
But the EU definition also explicitly allows natural flavourings of "vegetable, animal or microbiological origin". A label that just says "natural flavouring", with no source named, is legal in the EU too — and can be animal-derived without saying so. The EU's allergen net is slightly wider (14 substances, including molluscs), but the fundamental ambiguity is the same on both sides of the Atlantic.

How vegans actually handle the ambiguity
You can't resolve "natural flavors" from the label alone, so experienced vegans run a quick triage instead of a research project:
1. Read the allergen line first. Milk, egg and fish flavorings must reveal themselves in both the US and EU. If an otherwise-vegan cookie declares milk and there's no dairy in the ingredient list, the flavoring (or a processing aid) is the likely culprit.
2. Judge by category. In sweet products — fruit candy, sodas, desserts — natural flavors are overwhelmingly plant-derived or fermentation-based, because those sources are cheaper and easier to sell. The realistic risk concentrates in savory, buttery and meaty-tasting products, which usually announce themselves anyway.
3. Trust certification over guesswork. Vegan trademark schemes such as The Vegan Society's require manufacturers to verify their flavourings with suppliers before a product can carry the logo — so a certified product's "natural flavourings" have already been checked for you.
4. Ask the brand about staples. For an uncertified product you buy every week, one email settles it permanently. Most large brands will answer "is the natural flavoring in this product vegan?" quickly and specifically.
5. Keep perspective. The Vegan Society defines veganism as avoiding animal use "as far as is possible and practicable" — and auditing anonymous flavor blends in every purchase isn't practicable. Most vegans accept unspecified natural flavors in otherwise-vegan products, the same pragmatic line many take on bone-char-filtered sugar. Avoiding them entirely is a valid stricter choice, not a requirement.
